MQM announces fundamental changes in the organisational structure of it. MQM founder and leader ALTAF Hussain approves

Karachi. January 17, 2016: In order to align MQM with the new local government system, to develop the movement on modern lines and to improve organisational efficiency, it has promulgated and enforced basic important changes in the structure of MQM, according to which now MQM units (public dealing offices) will be called "UCS" while sectors will be called "Towns".

According to the announcement, unit in-charges will now be called UC in-charges and sector in-charges will be called town in-charges.

These changes were announced by Mr Altaf Hussain, the founder and leader of MQM, while addressing the general workers' meeting held at Lal Qila Ground, Azizabad today.

Workers of all sectors and units of MQM, officials, workers belonging to organisational wings and departments, elders, women, newly elected local representatives of MQM, senators and members of National and Provincial Assembly and Coordination Committee members participated in the meeting.

While announcing the changes in the organisational structure Mr Altaf Hussain said that the coordination committee of Pakistan and London held joint meetings for several days. In these meetings, it was considered in detail that the basic organisational units that were created in Karachi in the early days of the movement were those of that time. The benefit of this compatibility was that the unit officials and municipal councilors continued to work together and serve the people of the unit. However, with the change in the new local government system, the constituencies have also changed and now these units are called UC (Union Council).  In terms of area, these units correspond neither to the old local government units nor to our organisational units. Due to which the problem has arisen that some of the systems include more than one organisational unit. Some UCs have only one unit, some have two units, and some UCs have two and a half or three units.  Organisational problems are being faced due to the change in local government system constituencies. There is also a problem with which unit the UC councilor should work together and if a councilor is not serving the people properly, from which unit to ask for an answer.

So, in the light of this situation, after detailed discussions and deliberations, it has now been decided that MQM should be adapted to the new local government system, to develop the movement on modern lines, and to improve organisational performance, to change the organisational structure and to change the organizational structure that is compatible with the old local government system. The units should now be formed on the basis of new UCs. Regarding the organisational structure, various decisions have been taken in the coordination committee meeting according to which;

(1) Now Karachi will have units based on USCs.

 (2) Now "Units" in the new organisational structure would be called "UCs".

 (3) “Unit In-charges”.  now ...  shall be called "UC Organisers".

 (4) “Unit Committee” shall now be called “Union Organising Committee”.

 In the new organisational structure, the organisational structure of the sectors is also being changed and the organisational structure of the sectors is being changed according to the system of the town of Karachi.  therefore,

 (5) "Sectors" in the new organisational structure will be called "Town".

 (6) “Sector In-charges” will now be called "Town Organisers".

 (7) "Sector Committee" will now be called "Town Organising Committee".

 (8) There are currently 26 sectors of MQM in Karachi, under the new organisational ststructure. These 26 sectors will now be called 26 towns.

 (9) The organisational matters of these 26 towns will be looked after by the “Central Executive Council”.

 (10) To supervise the organisational affairs of the town, the work will be divided among the members of the Central Executive Council at the district level of Karachi.

 That is, the committees consisting of the members of the Central Executive Council will look after the organisational matters of the towns in their respective districts.

 (11) Re-organisation of Union Organising Committees and Town Organising Committees shall be done by the Central Executive Council. These re-organisations shall be done with the approval of the Central Coordination Committee. The Central Executive Council shall be answerable to the Central Coordination Committee.

 (12) The tenure of Union Organising Committees and Town Organising Committees shall be two years. New committees will be formed every two years.

 (13) Re-organisation of other organisational departments such as Women's Department and Labour Division etc, will also be completed as soon as possible. The tenure of the committees of the organisational departments will also be two years.

 (14) These changes in the organisational structure will be applicable only in Karachi at present.

 Founder and leader of MQM Altaf Hussain has confirmed these decisions taken by the coordination committee.

 Altaf Hussain has instructed the members of the Coordination Committee and the Central Executive Council that in the light of these changes in the organisational structure, the necessary changes in the previous units and the formation of the committees of the UCS should be completed as soon as possible.
