ILLEGAL RAIDS, ARRESTS, HARASSMENT AND TORTURE OF MQM WORKERS, SUPPORTERS AND THEIR FAMILY MEMBERS BY THE CIA AND POLICE CONTINUES

The frequency of raids, arrests, harassment and torture upon MQM leaders, elected representatives, workers and supporters has intensified since the Article 245 has been invoked by the Federal Government in the province of Sindh. Enclosed is a list of those arrested by the CIA and local Police during the past week. These innocent people are being kept in illegal detention and tortured while in Police custody.

It is our grave concern that the Nawaz Sharif Government has once again deployed in Karachi, the notorious Police officers Rao Anwar, Zeeshan Kazmi, Sarwar Commando, Aslam Rathore and others who were responsible for the extra-judicial executions and grave violations of human rights against the MQM leaders, workers and supporters.

According to a recent Amnesty International Report (ASA 33/17/98, 23 Nov, 1998):

"Hundreds of people were shot dead by police, armed and military forces and tortured to death in custody last time such measures were taken to restore law and order in Karachi. The perpetrators of these grave violations were not brought to justice and the Pakistani authorities have given no assurances that such abuses will not happen again."

I- DETAILS OF KILLING

MURDER OF AN MQM SUPPORTER MOHAMMAD ANEES AS A RESULT OF INDISCRIMINATE FIRING OF THE POLICE AND HAQIQI TERRORISTS

19 November 1998

Mohammad Anees, age: 55 year, son of Mohammad Deen, resident of B-12, Azam Nagar, Liaquatabad, Karachi. He was a supporter of MQM Unit 160, Sector Liaquatabad. On 19 November 1998, at around 9.15 a.m., the personnel of Police led by SHO Sarwar Commando, Rehan Nisar, Haider Baig and others along with Haqiqi terrorists opened indiscriminate fire in the Unit 160, Azam Nagar, Liaquatabad. Mohammad Anees was shot and died on the spot.

II- DETAILS OF RAIDS, ARRESTS, HARASSMENT AND TORTURE

26 November 1998

  1. Mohammad Adeeb 27, son of Mohammad Ateeq, resident of Block-27, 5-E, New Karachi, Karachi. He is a supporter of MQM New Karachi. At around 2 a.m., the personnel of CIA Police and New Karachi Police Station raided his house and arrested him.
  2. Ejaz Baig 27, son of Fayyaz Baig, resident of L-295, Sector 2, North Karachi, Karachi. He is a member of MQM Labour Division of Education Department. At around 3 a.m., the personnel of CIA Police and North Karachi Police Station raided his house and arrested him.

25 November 1998

  1. Mohsin Manzoor 25, son of Manzoor Abbas, resident of Federal B. Area, Karachi. He is a worker of MQM Unit 145, Sector Federal B. Area. At around 7 a.m., the personnel of CIA Police raided the Karachi Shipyard and Engineering Works where Mohsin Manzoor is employed. These personnel arrested Mohsin Manzoor and have taken him to unknown destination.
  2. The personnel of CIA Police raided the house of Amir, a worker of MQM Unit 145, Sector Federal B. Are, and arrested him.

24 November 1998

In the night of 24 November 1998, the personnel of Korangi Police Station led by SHO Ejaz Shah raided the houses of several MQM workers and supporters and made several arrests:

  1. Akram son of Jaffer, resident of Unit 69, Nasir Colony, Korangi, Karachi. He is a supporter of MQM Unit 69, Sector Korangi.
  2. Shams son of Abdul Rehman, resident of Unit 69, Nasir Colony, Korangi, Karachi. He is a supporter of MQM Unit 69, Sector Korangi.
  3. Aslam son of Mohammad Salman, resident of Nasir Colony, Korangi, Karachi. He is a worker of MQM Unit 69, Sector Korangi.
  4. Imran son of Mohammad Abbas Qureshi, resident of Nasir Colony, Korangi, Karachi. He is a supporter of MQM Unit 69, Sector Korangi.

21 November 1998

Mohammad Kashif 22, son of Mohammad Mairaj, resident of Karachi. He is a worker of MQM Unit 35, Sector Lyari. At around 3.30 a.m., the personnel of Preedi Police Station raided his house and arrested him.

21 November 1998

At around 1.30 a.m., the personnel of Police and CIA raided the MPA Hostel of Muttahida Quami Movement at Azizabad, Karachi. The notorious Police Officer SHO Rao Anwar led the raiding party. During this raid the entire equipment and furniture at the MPA Hostel was broken and looted. Women who were performing their duties were molested and beaten. They were dragged through the floor by their hair. Mr. Shoaib Bukhari MPA, Deputy Parliamentary Leader of the MQM in the Sindh Assembly, was physically beaten and his head was bashed against the wall. Another MPA Wakeel Ahmed Jamali who was also present there was badly beaten. Both these parliamentarians were arrested along with three other workers of MQM. Their details are:

  1. Shoaib Bukhari Advocate 55, son of Ansar Hussain Bukhari, resident of Liaquatabad, Karachi. He is the Deputy Parliamentary Leader of the MQM in the Sindh Assembly, Member of the Central Co-ordination Committee of the MQM and also a senior advocate.
  2. Wakeel Ahmed Jamali 35, son of Jameel Ahmed Jamali, resident of Federal B. Area, Karachi. He is the member of provincial assembly of Sindh belonging to the MQM.
  3. Maqsood Ahmed 28, son of Mohammad Hanif Akhtar, resident of Orangi Town, Karachi. He is a worker of MQM Orangi Town and performs his duty as a typist at the MQM's MPA Hostel.
  4. Nadeem Mohammad Rafiq 25, son of Mohammad Rafiq. He is a party worker and performs his duty as a video camera operator at the MQM's MPA Hostel.
  5. Samad Raza 24, son of Syed Mohammad Raza, resident of 772/9 Federal B. Area, Karachi. He is a worker of MQM Unit 152, Sector Federal B. Area. He also performs his duty as a computer operator at the MQM's MPA Hostel.

22 November 1998

The personnel of Liaquatabad Police Station raided the house of Naeem, a member of MQM's Elders Wing. In his absence they inquired about him and his son Nadeem. They molested the women present in the house and ransacked the house.

21 November 1998

At around 4 a.m., the personnel of CIA Police and others raided several houses of MQM workers and supporters and made arrests. The details of those arrested are:

  1. Syed Ashraf Ali 32, son of Mohammad Abbas Naqvi, resident of Federal B. Area, Karachi. He is the Joint In-charge of MQM Unit 153, Sector Federal B. Area.
  2. Ashraf Ali 24, son of Mushtaq Ali, resident of 11/17, New Karachi Sector 5-F, Karachi. He is the younger brother of an MQM worker of Unit 139, Sector New Karachi.
  3. Amir Ali 21, son of Shaukat Ali, resident of 11/16 Sector 5-E, New Karachi, Karachi. He is the elder brother of an MQM worker of Unit 139, Sector New Karachi.

20 November 1998

  1. Ameer Haider 28, son of Mohammad Zaheer, resident of P7-57. Block-20 Ancholi Society, Karachi. He is the elder brother of Syed Zulfiquar Haider Advocate, Member of Provincial Assembly of Sindh. At around 5.30 p.m., the personnel of CIA Police raided the Eastern Studio where Ameer Haider worked. He was arrested and taken to unknown destination. It should be recalled that the Nawaz Sharif Government has falsely implicated Syed Zulfiquar Haider in the murder of Hakim Said.
  2. Javed Akhtar 45, son of Saeed Akhtar, resident of 5-F, New Karachi, Karachi. He is the In-charge of MQM Unit 139, Sector New Karachi. At around 4.30 a.m., the personnel of New Karachi Police Station led by notorious SHO Taufeeq Zahid raided his house and arrested him.

19 November 1998

Sohail Ahmed 30, son of Khalil Ahmed, resident of Federal B. Area, Karachi. He is the In-charge of MQM Unit 153, Sector Federal B. Area. At around 4.30 a.m., the personnel of CIA Police and Jauharabad Police Station raided his house and arrested him.

17 November 1998

  1. Arif son of Mohammad Ishaq, resident of Pak Colony, Karachi. The CIA Police arrested him while he was coming out of his house.
  2. Aslam Shah 35, son of Syed Sadiq, resident of A-One, Abbas Town, Gulistan-e-Jauhar, Karachi. At around 9.25 p.m., the personnel of CIA Police raided the house of his daughter where he had gone to visit her. He was badly beaten in front of his daughter who is seriously ill and taken to unknown destination.
  3. Aqeel Lodhi son of Noor Mohammad Lodhi, resident of D-34, Roofi Apartments, Karachi. He is a worker of MQM Labour Division KDA Unit. At around 6 a.m., the personnel of CIA Police raided his house and arrested him along with his three brothers Irfan Lodhi, Imran Lodhi and Zeeshan Lodhi.

16 November 1998

Zeeshan Naeem 19, son of Naeem Akhtar, resident of Roofi Apartments, 13-D/2, Gulshan-e-Iqbal, Karachi. He is a worker of MQM Gulshan-e-Iqbal. At around 2.30 a.m., the notorious SHO Sarwar Commando along with personnel of Liaquatabad Police Station raided his house. In his absence they ransacked the house and looted the valuables. Cash and jewelry worth Rs. 30000 was also looted.

14 November 1998

  1. Aleem Jilani 27, son of Syed Jilani, resident of Orangi Town, Karachi. He is a worker of MQM Unit 120, Sector Orangi Town. At around 3 a.m., the personnel of Orangi Town Police Station in APCs and Police Mobiles raided his temporary residence in Surjani Town and arrested him.
  2. Ismaeel Khalil 30, son of Mohammad Haider, resident of 68/A-26, Rafae Aam, Jafferabad, Shah Faisal, Haider Town, Karachi. He is the brother of Arif, who is the member of the MQM Shah Faisal Sector Committee. The personnel of Malir City Police Station raided his house and arrested him.
  3. Mohammad Yunus son of Abdul Sattar, resident of House No. 41, Sector 7-B, Orangi Town, Karachi. He is a worker of MQM Unit 130, Sector Qasbah Aligarh. The personnel of Orangi Police Station led by SHO Aslam Rathore arrested him during a raid at the Suzuki stand.

13 November 1998

Ali Hussain Zaidi son of Intizaar Hussain Zaidi, resident of Orangi Town, Karachi. He is a worker of MQM Unit 123, Sector Orangi Town. At around midnight the personnel of CIA Police Saddar raided his house and arrested him.
