18- PLANNING

For the progress of a country it is essential to have comprehensive planning on realistic lines. It is regrettable that there has been no focus on future planning in our country since 1947. The government administration has been run on an ad-hoc basis and it is still the case today. For the development of the country it is vital to get rid of this system and definite plans should be formulated for future development in all walks of life. In this connection it will be necessary to re-organise the Planning Commission and make it more independent and effective.
