32- MERIT

MQM is in favour of the rule of merit in every walk of life and wants this to be compulsorily adopted at all levels for the sake of the country's progress. MQM wants to see all laws and policies that are inconsistent with the rule of merit, including the Quota System, to be repealed forthwith. This unjust Quota System has not been contributing anything for the welfare of the poor people, on the contrary the 2 percent privileged class has been taking advantage of it at the expense of the people living in backward areas. MQM wants to see that in all industrial, commercial, fiscal, municipal government and non-governmental organisations, employment should be given on the basis of merit alone.

It is MQM's stand that in order to bring progress to the people of backward and underdeveloped areas; it is essential to remove the crutch of the Quota System. Instead, schools, colleges, universities and other educational institutions, industrial units and health centres with up to date facilities should be established in these areas, so that these regions are brought at par with the rest of the country. The people could then compete on the basis of merit. In this regard, special funds should be earmarked from the national exchequer, for the progress of the backward areas.
