ROUND TABLE CONFERENCE ON THE ISSUE OF 
BALOCHISTAN AND ITS SOLUTION
 RESOLUTION UNANIMOUSLY ADOPTED BY ALL THE 
PARTICIPANTS
IN THE ROUND TABLE CONFERENCE HELD AT THE SAREENA HOTEL,
MAKRAN HALL, QUETTA, PAKISTAN ON 28 JANUARY 2005.
 
Extreme restiveness amongst various sections of the population, lack of national 
solidarity and changing international geo-political situation compels that all 
national issues and problems be solved through national reconciliation and 
dialogue instead of army operations.  Use of state power and tyranny  
has 
never 
resolved any issue and proved against the national interests. Use of such 
tactics in the past resulted in the dismemberment of the country. It is 
therefore, unanimously resolved during this round table conference that:
 
  - 
  Avoid army 
  operation of any sort in Balochistan and resolve all issues through dialogue 
  in accordance with the democratic norms.
 
  - 
  Immediately 
  stop arrests and harassments of the innocent Baloch people in Sui, Dera Bugti 
  and its surrounding areas.
 
  - 
  The act of 
  sustained injustices breed sense of deprivation and therefore, the issue of 
  Balochistan should not be linked with the Law and Order situation. An analysis 
  is to be conducted to find out the reasons of the sense of deprivation amongst 
  the people of Balochistan instead of leveling allegations against the leaders 
  and the people of Balochistan. The grievances of the people of Balochistan 
  should be addressed effectively and their just and due rights be acceded to. 
  Any decision concerning Balochistan is not to be made without considering the 
  will and wish of its people. 
 
  - 
  This 
  Conference also demands that to alleviate the sense of deprivation the 
  provinces of Balochistan, Sindh and NWFP (North West Frontier Provinces) be 
  granted total Provincial Autonomy. Federation can keep subjects of Defence, 
  Foreign Affairs and Currency; the rest of the subjects and all rights and 
  powers including the right to govern should be genuinely devolved to the 
  provinces.

  This 
  Conference severely condemns the atrocities inflicted on Dr Shazia Khalid and 
  all the governmental personnel involved in this heinous crime should be given 
  exemplary punishment.
 
  - 
  This 
  Conference demands of the people at the helm of affairs that the matters 
  relating to building cantonments should be solved within the spirits of the 
  unanimous resolution passed in the Provincial Assembly of Balochistan.        
  
 
  - 
  This 
  Conference expresses its deep concerns over the cordoning of the Sui, Dera 
  Bugti and its surrounding areas by the army despite repeated Governmental 
  assurances. Furthermore, the restrictions imposed over the movement of people 
  and food provisions should be lifted, siege and search operations of the 
  localities must stop and cutting off the essential utilities should be 
  restored immediately.
