MQM CENTRAL CO-ORDINATION COMMITTEE HAS CONDEMNED THE UNCONSTITUTIONAL ARREST OF MQM HYDERABAD SECTOR OFFICE BEARER MOHAMMAD ARIF

According to our information the personnel of Phalily Police Station, Hyderabad arrested Mohammad Arif 34, son of Haji Ghulam Mohammad on Thursday 23 August 2001.  The police has not brought him to any court of law nor do they accept arresting him.  MQM Co-ordination Committee members stated that to implicate MQM’s worker in false and fabricated cases, un constitutional arrest and illegal detention is a daily routine of the Punjabi Police.  Since the time of his arbitrary arrest and unlawful detention, Mohammad Arif is being most brutally tortured.

This is also very obvious that state forces are using it’s unconstitutional power to suppress the voice of MQM in Sindh province, Southern Pakistan.

We appeal to all the Human Rights Organisations including the Amnesty International and Human Rights Watch to use their good offices to save the life of Mohammad Arif, who’s life is in real danger at the hands of unscrupulous police officials.

POLICE BRUTALLY TORTURES ALI ASGHAR ZAIDI, THE JOINT UNIT IN-CHARGE OF THE LINES AREA UNIT BREAKING HIS BOTH LEGS IN CUSTODY OF THE STATE.
On 15th August 2001, around midnight, the personnel of the CIA (Crimes Investigation Agency) in plain clothes arbitrarily arrested Asghar Ali Zaidi from Gulshan-e-Iqbal Disco Bakery, Gulshan-e-Iqbal, Karachi while he was shopping for the next mornings breakfast for the family, accompanied by his wife. His personal details are as follows:

ALI ASGHAR ZAIDI, S/O QAMAR ALI ZAIDI (DECEASED), 35 YEARS, MARRIED AND A RESIDENT OF A2/190, G 28 QUARTERS, TUNISIA LINES, LINES AREA, KARACHI, PAKISTAN

After his arbitrary arrest, he was taken to the Preedy Police Station, Karachi where he was brutally tortured including hitting of continuous blows on his chest and knees by batons. His both legs have been broken and he is in a critical condition fighting for his life. Reportedly, the Police took him to the hospital where doctors confirmed the infliction of severe torture on him. However, the police took him back to the lock-up.

He is being kept in incommunicado detention and denied meetings with his family members including his wife and children His lawyers have also been denied access. He is being inhumanly tortured to force him to sign a pre-written confessional statement prepared by the State accepting crimes that he has not committed. The Military Regime with the view to malign the image of the MQM, nationally and internationally, has intensified the spate of mass arbitrary arrests of Mohajirs and the MQM workers and torture over them.

Articles 9 and 7 of the Constitution of Pakistan prohibits arbitrary arrests and torture and prescribes that no one can be detained for more than twenty-four (24) hours without being charged and produced in a Court of Law. Plethora of international laws, U N Conventions and Treaties also contain these provisions, which are respected in many parts of the world while totally disregarded in Pakistan, particularly in case of Mohajirs and the MQM detainees, who are being subjected to xenophobia and racism in Sindh province by the Punjabi Establishment, the colonialists. Statements under duress are unlawful and taken purely for victimising political opponents in Pakistan and particularly against the MQM.

POLICE IN PREEDY POLICE STATION IN KARACHI BREAKS BOTH LEGS DURING TORTURE IN CUSTODY

Karachi (Crime Reporter) Preedy Police Station under the pretext of investigation, brutally tortured a leader of Muttahida Quami Movement (MQM), who was then taken to the hospital in a critical condition where the doctors duly confirmed the infliction of torture on him during the police custody.

According to the details, the Preedy Police Station, declared the arrest of the Joint Sector In-Charge of Muttahida Quami Movement Ali Asghar alias Hyder having bought him for two (2) Lakh (.2 Million) Rupees from the C I A (Criminal Investigation Agency). However, after investigation, the accused was taken in a critical condition to the hospital in a Police Mobile by Sub-Inspector Zia of the Preedy Police Station where having examined the accused, doctors confirmed the infliction of torture on the accused.

According to the statement of the accused, the police under the pretext of asking the names of colleagues and whereabouts of ammunition, inflicted severe blows over his chest and knees by batons. Later on, Police took the accused back to the Police Station.

MQM COORDINATION COMMITTEE APPEALS TO THE PRESIDENT TO TAKE NOTICE OF THE UNLAWFUL ARREST OF NAFEES AHMED, INCHARGE OF MQM LANDHI SECTOR
In the early hours of 22 August 2001, the paramilitary rangers, police and plain clothed personnel raided the residence of Nafees Ahmed son of Nisar Ahmed, Incharge of MQM Landhi Sector and arrested him.  According to details, Nafees Ahmed was leaving his residence in Gulshan-e-Iqbal, Karachi, when the raiding party who had surrounded the house, grabbed him and immediately subjected him to brutal torture.  He has been taken to unknown destination.  It is strongly apprehended that his life is in extreme danger.

The MQM Coordination Committee has strongly condemned the unlawful arrest and torture upon Nafees Ahmed by the paramilitary rangers and police.  In a statement they said that at a time when the Khidmat-e-Khalq Foundation (KKF), charitable wing of MQM, in collaboration with the World Health Organisation (WHO) is busy in its Three-Day Anti-Polio Campaign to provide vaccination to the children in Karachi, Hyderabad and other cities of Sindh, the Establishment has resorted to illegal raids and unlawful arrests of MQM office bearers and workers, with a view to spread harassment.  Yesterday, on 21 August 2001, the personnel of Super Market Police Station raided the KKF Camp near the main Post Office at Liaquatabad in Karachi.  The raiding party was led by infamous SHO Nasir Hussain and resorted to indiscriminate firing. During the raid, polio vaccines were confiscated and dozens of KKF volunteers present at the Camp, including several MQM office bearers and workers, were arbitrarily arrested, brutally tortured and taken to the Police Station.

The MQM Coordination Committee said that the arbitrary arrest of Nafees Ahmed is the continuation of the malicious activities of the State run agencies to sabotage the three-day campaign of KKF.  They appealed to the President General Parvez Musharraf to take notice of the illegal arrest of Nafees Ahmed and order for his immediate release.  They also appealed to the president to take action against the elements that have maliciously conspired to sabotage the welfare activities of KKF.


MQM SUPPORTER MOHAMMAD TAHIR BRUTALLY SHOT DEAD BY POLICE IN KORANGI, KARACHI

19 August 2001:
In a brutal incident of highhandedness, the personnel of police shot dead Mohammad Tahir, an MQM supporter of Korangi. According to details, in the evening, Mohammad Tahir along with another MQM supporter Asrhaf was returning home in his car (Regn #CL-6804) after attending a wedding ceremony in P&T Colony, Karachi, when the personnel of Ibrhaim Hyderi Police Station followed him on a motorcycle. The policemen, namely Sohail and Farooq, came near the car and opened indiscriminate fire upon 35-year-old Mohammad Tahir. As a result Mohammad Tahir died on the spot whereas his friend Ashraf was seriously injured. There were several eyewitnesses to this murder. The area residents agitated with the incident immediately reacted and apprehended both the police personnel and handed them over to the Authorities. Mohammad Tahir was the resident of Bhitai Colony, Korangi, Karachi. He has about to get married in two months.

Dr Imran Farooq, MQM Convenor, has strongly condemned the murder of innocent Mohammad Tahir at the hands of the trigger-happy police personnel. He has termed this act as ruthless and brutal. He demanded for an immediate arrest and legal persecution of the culprits involved.

At around 4 a.m., the Personnel of Orangi Town Police Station, led by Mahmood Ul Hasan alias Mooda, raided the residence of Arshad Iqbal, a worker of MQM Unit 125, Sector Qasba Aligarh. In his absence they arrested his two younger brothers, 15-year-old Shahid Iqbal and 17-year-old Asif Iqbal. The raiding party has threatened the family to produce Arshad Iqbal in exchange for the freedom of Shahid Iqbal and Asif Iqbal.

Karachi – 18 August 2001
Mr Arif Jamal son of Ansar Hussain, the Incharge of MQM North Nazimabad Sector, was ambushed yesterday, on his way from Nine Zero, the MQM Head Office in Karachi.  It is reported that unknown armed assailants opened indiscriminate fire upon the 35-year-old Arif Jamal, while he was riding his motorcycle, on his way home.  He received gunshot wound on the left side of his face causing fracture to his jaw, injury to his nose and bleeding.  He was immediately taken to a nearby hospital, where after receiving first aid, it was advised that he should be shifted to the Jinnah Post Graduate Medical Centre in Karachi.  Till the filing of this report, his medical condition remained critical.

It should be noted that for the past couple of days, the police, paramilitary rangers and their sponsored terrorists, the Haqiqi, have intensified their activities, particularly nearby Nine Zero.  On 17 August 2001, the police and paramilitary rangers arrested Mohammad Imran son of Qutb Uddin, Incharge of MQM Lyari Sector, along with Syed Naeem Ali son of Shabbir Ali, Member of MQM Lyari Sector Committee, under similarly conditions while they were on their way home after attending a meeting at Nine Zero.  Similarly, the personnel of paramilitary rangers arrested Mohammad Abid son of Mohammad Deen, a worker of MQM Unit 29, Lyari Sector, from his residence. 

Correspondingly, on 16 August 2001, the personnel of Preedy Police Station and CIA Police raided several houses of MQM office bearers and workers.  During these raids, they raided the office of Irshad Ali Baig, former Sector Incharge and arrested him.  Moreover, they raided the residence of Aslam Shah, former Member of MQM Sector Committee and arrested him.  Likewise, the raiding party went to the house of Ali Asghar Zaidi, Joint Incharge of MQM Unit 197, Sector Lines Area, and arrested him.

IQBAL MOODI, MEMBER OF MUTTAHIDA ORGANISING COMMITTEE LIFE IN DANGER

According to the latest reports the condition of Iqbal Moodi is deteriorated and he has been shifted to Intensive Care Unit of Liaquat National Hospital.

Iqbal Moodi is in the hospital for the treatment of cardiac illness.  After his arrest he was maltreated by the police and CIA officials.  Due to constant harassment and threatening attitude of these officials his condition deteriorated. He experienced severe chest pain, after which he was sifted to the intensive care unit for emergency treatment.  According to eyewitness the doctors requested the government officials to remove handcuffs and fetters from his leg but they refused despite the precarious condition of Iqbal Moodi.

According to latest information the condition of Iqbal Moodi is serious and doctors are trying to save his life. The members of the Central Co-ordination Committee of MQM have strongly condemned this barbaric and inhuman treatment of the government. They also appealed to the people to pray for the early recovery of Iqbal Moodi.

MQM office bearer forced to change party loyalties under torture
The MQM Convenor Dr. Imran Farooq has condemned the arrest, fabricated charges and human torture upon Mohammad Naeem Khan, MQM office bearer from Hyderabad, Sindh province, Pakistan.  He was arrested on 21 July 2001 on fabricated charges.

He was asked by the intelligence agencies to change his allegiance from MQM.  When Naeem Khan refused, his captors went wild they hung him upside down, beat him up merciless and even applied the barbaric “Cheera” on him.

He was in such unbearable pain that he attempted to take his own life.  His condition was so poorly that the authorities admitted him into a hospital.  But only after a day he was shifted to an unknown place despite protests from MQM leaders the he is in no condition to leave the hospital.  The following day he was brought to the court in a dazed state to make a statement.  Intelligence agencies and Haqiqi terrorists created an atmosphere of terror inside and outside the court.  In such condition he was made to make a statement.

Dr. Imran Farooq has registered the human rights organisations world wide to take serious notice of blatant violation of human rights and desecration of the rule of law.
